Founder
Dr. Rob Avila, created AIM Design & Development, LLC out of pure necessity. Over 25 years ago, during construction of his first Healthcare Facility, Dr. Avila thrust himself into a Construction Management/Project Management role, to overcome the consistent lack of communication, quality, and follow through from Contractor to Subcontractor. Dr. Avila quickly realized the only way to acquire “Value of a Build” was to engage with Quality Subcontractors, and Maintain Direct Mitigation/Mediation through performing All Construction Management Supervision & Project Support from inception to Certificate of Occupancy.
Heidi Gamer
Senior Construction Manager
Gamer is a results-driven Senior Construction Manager with AIM Design & Development, renowned for her exemplary communication, seamless coordination, and strategic Value Engineering expertise. With a proven track record of delivering high-quality projects on time and under budget, Gamer combines technical precision with strong leadership to exceed client expectations.

She specializes in financial oversight, and organizational alignment, ensuring that each project advances both compliance and long-term growth. Kellie delivers projects that balance operational efficiency with sustainable impact. Her leadership is defined by accountability, innovation, and a consistent record of turning complex challenges into successful outcomes.
Tommy Chavez
Chief Financial Officer
Thomas “Tommy” Chavez brings extensive C-Suite financial expertise on a multidivisional level. Tommy’s unwavering focus on the fundamentals of Financial Planning and Analysis along with monitoring efficiency ratios enables him to keep projects, regardless of size or scope, on track. Tommy is highly adaptable due to his extensive international travels throughout his career. Tommy is able to keep his focus on the fundamentals and make decisions while adapting to any situation that presents itself throughout the life of the project. Tommy embraces the AIM Design & Development “outside the box mentality” and works diligently to develop solutions which enable the team to deliver projects on time and on budget.
Jocelyn Avila
MHA/MBA
Jocelyn Avila is a healthcare project manager with dual Master’s degrees in Health Administration and Business Administration from the University of Southern California. Her MBA training has strengthened her expertise in financial management, strategic decision-making, and business analytics, complementing her healthcare operations background. Jocelyn excels in evaluating financial performance, managing budgets, and driving cost optimization initiatives while leading cross-functional teams. She brings experience in data analysis, Lean Six Sigma methodologies, and workflow optimization, consistently delivering measurable results. With a passion for combining financial insight and operational improvement, Jocelyn is dedicated to advancing organizational efficiency and supporting long-term strategic growth.
